JBR Environmental Consulting Ms. Kang has more than 18 years experience in the environmental resource field with expertise in wetland regulation and the National Environmental Policy Act (NEPA). Her professional background is diverse and includes previous work experience with resource and regulatory agencies and the private sector. Ms. Kang currently works for the Reno, Nevada office of JBR, Environmental Consultants Inc., where she is a senior project manager. She routinely manages NEPA projects and projects requiring Clean Water Act (CWA) Section 404 permits. At this time, she is managing the preparation of three Environmental Assessments (EA’s) for the Bureau of Land Management and the Federal Highway Administration. Ms. Kang also has extensive experience with the CWA Section 404 permit program. She previously worked for the U.S. Army Corps of Engineers (Corps), where she served for many years as Chief of the Utah and the Nevada Regulatory offices, administering the Corps’ regulatory program in those states. While managing regulatory field offices for the Corps, Ms. Kang was responsible for providing technical and procedural support to her office staff and ensuring staff decisions complied with the NEPA, EPA 404(b)(1) guidelines, and other appropriate laws and regulations within the regulatory authority of the Clean Water Act and the Rivers and Harbors Act. At the same time, she was responsible for resolving significant compliance and enforcement cases and evaluating the most complex, often controversial permit applications. While working at the Corps she managed the preparation of an Environmental Impact Statement (EIS) for the controversial Legacy Parkway Project. Ms Kang was specifically responsible for evaluating the potential effects of the project to wetland resources. The draft EIS earned a “good rating” from the Environmental Protection Agency and the final document was the National Association of Environmental Professionals 2006 National Environmental Excellence Award Winner in the NEPA category. Her efforts earned her the prestigious Department of the Army Commanders Award for Civilian Service for her outstanding leadership and commitment as project manager. |
